The National Research Council Makes Its Report, Finally
It feels like forever that DC Public Schools have been known as one of the worst (if not the worst) public school systems in the nation. Low test scores and high dropout rates back up the perception. Twenty years ago, DC School Reform Act of 1995 (a gift from Congress, not a District initiative) gave us charter schools. Many Washingtonians with an investment in the school system (i.e. parents, students, teachers, etc. ) believed that this was the answer. But after ten years, the numbers hadn’t improved—not in the new charters or in the traditional public schools.
In 2007, Mayor Adrian Fenty and his supporters put their money on Michelle Rhee and the Public Education Reform Amendment Act (PERAA). The law gave control of DC Public Schools to the Mayor and more flexibility to administrators like Chancellor Rhee. To make sure that the changes instituted under PERAA worked, the mayor was required to submit either an independent annual evaluation or a five-year evaluation of the DC public school system. Mayor Fenty chose to go with the five-year assessment, which was due September 15, 2012. The National Research Council—the independent agency that received the contract to do the evaluation in 2009— has finally completed their 300-page report An Evaluation of the Public Schools of the District of Columbia: Reform in a Changing Landscape. On June 3, 2015, the Council of the District of Columbia’s Committee on Education held a public round table to discuss the results.
Surprise! Despite more than eight years of mayoral control, DC’s public schools still have ridiculously low test scores and high dropout rates. The Report states:
“while there have been some improvements in the public schools of the District of Columbia since a 2007 reform law, significant disparities remain in learning opportunities and academic progress across student groups and the city’s wards.”
Retired math teacher and stalwart DCPS advocate Guy Brandenburg is not impressed with the results. According to Brandenburg:
“if you care anything about reducing the gaps between achievement levels of white students and those of color, the poor, special ed students, and English language learners (i.e. immigrants), then mayoral control has been a spectacular failure.”
Brandenburg breaks down the numbers in his blog post A Quick Look at the National Academy Report on Mayoral Control of Schools of Washington, DC: “The gaps between the pass rates on the DC-CAS standardized tests of those groups under mayoral control or the Public Education Reform Amendment Act are enormous and have essentially remained unchanged since 2007, when the law was implemented, according to the data in this report.
Note that the report combines the data for both the DC public schools and charter schools, combined, at all grade levels, in both reading and math. Here are two graphs, made by me from data in the report, which show the lack of change. …. HIGH NUMBERS ARE BAD because they show large gaps in proficiency rates. Low numbers are good. Notice that there has been almost no change since mayoral control; some lines go up a tiny bit, some go down a bit, others waver back and forth a bit. Not a success story.”
To rectify the problem, Chancellor Rhee implemented the DCPS Effectiveness Assessment System for School-Based Personnel otherwise known as IMPACT. Believing that DCPS’ failures rested largely with the teachers, Rhee implemented IMPACT in order to weed out the good from the bad. Once done, she would shuffle the deck and place “highly effective” teachers at more difficult schools. But as Brandenburg points out, “every single teacher remaining in DCPS has been repeatedly measured as effective or better. Yet the ratings for teachers at schools with high poverty rates remains much lower than those at schools with low poverty rates … these low-ranked teachers are not holdovers from the ‘bad old days’ – they are either brand-new hires or have been repeatedly measured as good or excellent under IMPACT.”
The report makes several recommendations, including that the city take a more coordinated approach to monitoring learning conditions in schools, such as school environment, discipline, and academic support, to better understand what progress is being made for students.

As 2012 comes to an end, two unmistakable trends have emerged from studies that public schools are being sold down the river to private interests and the rush to close schools has not resulted in any measurable improvement in standardized test scores. The Chicago Teacher’s Union (CTU) just issued The Black and White of Education in Chicago’s Public Schools report on the “underutilization crisis” in the Chicago Public Schools system. CTU contends that this crisis that has been manufactured largely to justify the replacement of neighborhood schools by privatized charters.
“When it comes to matters of race and education in Chicago, the attack on public schools is endemic,” said CTU President Karen GJ Lewis. “Chicago is the most segregated city in the country, and our students of color are routinely deemed as second-class by a system that does nothing but present one failed policy after the next.”
More specifically, Chicago Teachers’ Union highlights what the policy of neighborhood closings and charter openings has led to:
– Increased racial segregation – Depletion of stable schools in black neighborhoods – Disrespect and poor treatment of teachers – Expansion of unnecessary testing – Decreased opportunities for deep conceptual learning – Increased punitive student discipline – Increased student mobility – Minimal educational outcomes
Locally, DC Action for Children, a non-profit advocacy organization came to a similar conclusion that educational outcomes have been minimal in the District of Columbia. Their newly released study, DC KIDS COUNT, Third Grade Proficiency in DC: Little Progress (2007-2011) , looked at five years of third grade reading and math test scores from the DC Comprehensive Assessment System, (DC CAS) for insights about citywide proficiency, the achievement gap and neighborhood disparities. Their results? “We could not prove any statistically significant citywide progress from 2007-2011 in reading or math proficiency. The same held true when we broke scores down by race, by DCPS schools, DC public charter schools, students from economically advantaged or students from economically disadvantaged families.” This study neutralizes the rationale used by Chancellor Henderson and her predecessor Michelle Rhee which is embedded in the first goal of the five-year plan DC Public Schools ) which is: “To improve achievement rates.”
I personally don’t believe that Henderson’s under-utilization argument makes any sense. What we know is that the policy of closing schools has not saved DC Public Schools (DCPS) any money. The evidence shows us that closing our schools has driven more parents out of our public schools to charters and elsewhere. It’s a no brainer that less students in our public schools equals less money for DCPS.
DC Public Schools cannot demonstrate that their continued failed policy of closing 20 plus schools every 4 years, is not achieving its number one goal of improving test scores. So why then is Henderson and other heads of school districts stuck on stupid nationally, one might ask?
The answer lies in CTU’s report, “A crisis has been manufactured to justify the replacement of neighborhood schools. There is a real economic benefit to real estate investors, charter school operators, philanthropists and wealthy bankers.”
An August 2012 Reuters article spells out the reason for the national push to privatize. ” The U.S. spends more than $500 billion a year to educate kids from 5-18. The entire education sector represents 9 percent of the gross domestic product, more than energy or technology sectors. Traditionally, public education had been a tough market for private firms to break into- fraught with politics, tangled in bureaucracy….. Now investors are signaling optimism that a golden moment has arrived. They’re pouring private equity and venture capital into scores of companies that aim to profit by taking over broad swaths of public education.”
When the smoke clears in 2013 and all the policy arguments are made, DCPS will close another 20 schools give or take a few concessions and 12,000 students and an estimated 1,200 teachers and school staff members will be thrown under the bus.

Plans to consolidate twenty DC Public Schools were announced on November 13, 2012 followed by a rush of public hearings and neighborhood stakeholder discussions that gave precious little time for parents, teachers and administrators to respond. The edict sounded all too familiar to those of us who were around for the first round of closures in 2008.
In a nutshell, DC’s Chancellor Kaya Henderson proposes to close twenty public schools because they are under enrolled and in DCPS’s opinion are too costly to operate. The list of school closures includes 8 elementary schools, 3 special education schools, 4 middle schools, 2 education campuses, the Choice program, 1 High School STAY program (School To Aid Youth) and 1 high school.
Two days of City Council hearings that lasted until nearly midnight with over 50 witnesses followed the school closure announcement to allow for testimony from education stakeholders. Community stakeholder meetings were subsequently scheduled to get feedback at four ward-based meetings commencing November 27 at Savoy elementary school in Ward 8, a second meeting at Sousa middle school in Ward 7 on November 28 and a third meeting at McKinley senior high on November 29 in Ward 5. The last meeting will be held at Brightwood education campus on December 5. This meeting will represent multiple wards of 1, 2, 3, 4 and 6.
Unlike the meetings of 2008 when stakeholders were escorted off to individual classrooms for private discussion, this year’s format for ward based meetings included small table group discussions in an open meeting space like the school gymnasium. The discussions were facilitated by a DCPS staffer leading the dialogue around three main questions: [1] What has DCPS not thought about; [2] What can be done to strengthen the proposal; and [3] What could make the transition smoother. Participants reported back to the larger audience sharing their tables’ response.
We need a moratorium on public school closings and charter school openings was a common recommendation expressed at the Ward 5 and 8 stakeholder meetings. When I attended the community meeting at McKinley, I couldn’t help but feel the participants frustration and distrust that DCPS has already made its mind made up about going forward with the school closures .Robert Vinson Brannum, VP of Ward 5 Council on Education questioned the school districts intentions. “The root question is are we working on the premise that the proposal is going forward. If at the end of everything, we say don’t do it (close schools), are you going to go forward anyway”, Brannum said.
Comments from the McKinley audience ended with an obtrusive presence- none other than Ward 5 ANC commissioner Bob King. King who lives in the Fort Lincoln neighborhood has been a long time commissioner for 30 plus years and a community advocate as well as supporter of Thurgood Marshall elementary school. Commissioner King left a memorable impression when he spoke directly to Chancellor Henderson about Marshall’s rich history, community support and the corporate sponsorships he garnered from Costco on behalf of the school.”I have a written contract for $10,000 yearly from Costco, backpacks for all the students in Ward 5 and I personally delivered 68 computers, 10 smart boards and 1 projector to Marshall. You might be gone and the mayor might be gone, so please right your proposal to keep Marshall open,” King said.
The ward 7 meeting at Sousa was markedly different than either of those in Wards 5 or 8. The Ward 7 education council took ownership of their meeting, decided not to entertain DCPS’ questions and presented a proposal of their own to keep schools open. Daniel del Pielago, education organizer of Empower DC said of the plan, “it reflected the concerns of parents and community and ultimately the plan said let’s work to save and make our schools better instead of let’s close more schools and see what happens as DCPS is saying.”
Through two weeks of excruciating meetings the majority of community voices clearly oppose the closures, with only a promise from Chancellor Kaya Henderson to take the community’s recommendations into consideration before she makes a final verdict in January of 2013. A visceral lack of trust in the process exists at the community level, as DCPS and local council representatives appear to be hell bent on closing 20 schools regardless of community input, while ignoring loud persistent cries from the community to stop the madness and consider a moratorium.

With another school year coming to a close, more excess letters will be handed out by DC Public Schools to another group of Washington Teachers’ Union (WTU) members as well as Council of School Officers (CSO) union members. Among those impacted will be DCPS School Psychologists. Historically, school psychologists’ have been itinerant workers who were centrally funded and supervised directly by the Office of Special Education. School psychologists were generally responsible for several schools in most cases (sometimes more). Last school year, itinerant school social workers whose positions had previously been centrally funded by the Office of Special Education (OSE) were excessed and are now paid from the local school budget.
“WTU school psychologists will be officially excessed from their central office positions on June 1, 2012. The effective date of the excess will be the last day of school June 14, 2012”, according to a revised May 2012 “SEC and School Psychologist FAQs” that was sent to relevant staff on May 18, 2012 by Jason Kamras, Chief of Human Capital. By definition an “excess is an elimination of a Teacher’s position at a particular school due to a decline in student enrollment, a reduction in the local school budget, a closing or consolidation, a restructuring, or a change in the local school program, when such an elimination is not a ‘reduction in force’ (RIF) or ‘abolishment.” Not unlike 333 DCPS teachers who were excessed on May 4, 2012, DC school psychologists will no longer hold their current positions at the end of the school year.
DCPS Question: The SEC and school Psychologist FAQs packets posed the following question, “What will happen to the centrally-funded Washington Teachers’ Union (WTU) school psychologists who currently report to the Office of Special Education (OSE) ?
DCPS Answer:
WTU (school) psychologists “will have until August 15, 2012 to find a budgeted position at a school. If they cannot find a position by then, and if they meet certain qualifications, they will have access to the three excessing options in the WTU contract: 1) a $25,000 buyout; 2) early retirement, assuming 20 years of creditable service; or 3) a one year placement at a school during which they will continue to search for a budgeted position. To qualify for the three excessing options, WTU members must meet three criteria: 1) earn an Effective or Highly Effective IMPACT rating for 2011-12 school year; 2) attain permanent status (which one earns after two years of service in DCPS) by the effective date of excessing; and 3) have not opted into the IMPACT plus system.” Since Council of School Officers School Psychologists who are twelve month employees have a different collective bargaining agreement , they will be subject to a different set of rules than WTU members.
DCPS question: What will happen to centrally funded Council of School Officers (CSO) (school) psychologists who currently report to Office of Special Education (OSE)?
DCPS answer:
“They will receive reassignment letters on June 1, 2012 explaining that they will be working at a school site, not for OSE, next school year. They will have until June 11, 2012 to identify a principal willing to hire them. After that point, the DCPS Office of Human Capital will begin to place them into remaining vacancies. This process will be completed by June 15, 2012.”
Another reorganization is also underway for school year 2012-13 in DC Public Schools which includes a Reduction In Force (RIF) for many Special Education Coordinators (SECs).
Earlier during the DC Public Schools budgeting process for SY’ 2012-13, funding was no longer provided to local schools for Special Education Coordinator (SECs) positions. Many DC Public school principals complained about not being funded to keep their SECs. After an uproar by administrators, funding was made available to local schools for a small number of Special Education Coordinators (SECs) -approximately 40-50 according to my source. It is my understanding, that monies alloted for school social workers funding,which initially was part of the required school budget for 2012-13 was changed to flexible spending – thereby allowing principals to decide whether they wanted a school social worker or not. Last school year, all schools were required to have a .5 (half-time) school social worker at a minimum depending on the student population. Having the option to decide whether to hire a social worker or not, some schools used the monies for other positions such as the SECs position. The headlines from today’s top education stories reads: “Many public schools in D.C.’s poorest area should be transformed or shut, study says; more charters recommended” written by Bill Turque, Washington Post writer while Mike Debonis’ blog: DeMorning Links reads: “School Closings Contemplated” and Channel Fox Five TV news reported the DC School System study recommends making major improvements or close three dozen under performing public schools or expand high performing charter schools.
The Demolition of Bruce Monroe Elementary School
The Washington Teacher blog first reported on October 31, 2011 about future plans to close additional DC public schools. An excerpt from the 21st Century School Fund September – October newsletter stated: “The Deputy Mayor for Education, with a 100,000 dollar grant from the Walton Family Foundation, engaged IFF (Illinois Facility Fund) to study the capacity and performance of DCPS and public charter schools. IFF has authored reports in Denver, Chicago, Milwaukee, and St. Louis, using a defined method to determine what they term “performing” or “non- performing” seats. This analysis is being done with an eye to “right sizing” district schools which beyond consolidation could include reconstitution and replacement with school management organizations.”
Not unlike other major cities including NY, Chicago, Ohio- DC has been at the forefront of shutting down traditional public schools. In 2008, twenty-three public schools were closed under former DC Chancellor Michelle Rhee and then mayor Adrian Fenty which led to a community outcry to save our public schools. Local education stakeholders voices weren’t heeded by Rhee or Fenty and only one neighborhood elementary school- John Burroughs was saved from the chopping block.
Natalie Hopkinson who authored the article Why School Choice Fails, which appeared in the December 4, 2011 N.Y. Times, discussed how this country’s reform policies in Washington, DC- put in place by a Republican led congress in 1995 led to the birth of many of our charter schools. Hopkinson wrote:” if a school was deemed failing, students could transfer schools, opt to attend a charter school or receive a voucher to attend a private school. The idea was to introduce competition; good schools would survive; bad ones would disappear. It effectively created a second education system, which now enrolls nearly half the city’s public school students. The charters consistently perform worse than the traditional schools, yet they are rarely closed.”
The results of IFF’s study recommend that DC make major improvements or close thirty six under performing schools in some of the city’s poorest neighborhoods or expand high performing charter schools. It’s a finding that heralds the continued growth of the charter schools sector at the expense of the D.C. Public Schools, if not its outright domination. While some people are questioning the motives of the Illinois Facilities Fund, the study is “likely to rekindle impassioned debate about possible school closures and the future of public education in the District,” Bill Turque notes. Officials tell Turque, education writer for the Post that any decisions about a “major restructuring” are at least a year and many community meetings away.
What comes as no surprise to anyone is that schools in ward 8 were identified as having the greatest need, according to the IFF study. The study recommended turning around or closing the following public schools: Simon, Patterson, Terrell-McGogney and Ferebee-Hope and closing two bottom-rung charter schools, Center City Congress Heights (pre-K to 8) and Imagine Southeast (pre-K to 5). H.D. Woodson Senior High School which is located in Ward 7 was also recommended for turn around or closure, a school which recently has undergone capital investment which cost millions of dollars in investment.
One of the things that I find disturbing about IFF’s report is the recommendation for DC to consider expanding charter schools in the 10 targeted neighborhood clusters and call for the DC Public Charter School Board to authorize about 6,500 new charter seats (current enrollment is about 32,000) while utilizing former public school buildings as incentives to get the public charter board to actively recruit the highest performing charter school operators to replicate their school models.
The writing should be on the wall for all of us to see. If it’s not, I don’t know what to tell you. From where I sit, this situation looks bleak for working, middle class families and many of our teachers in some of our poorest communities.
