What is outlined below happened thus far in 2018 in just one of our public education sectors. As far as I am aware, no DC public official has publicly commented with concern nor called for any investigation of the charter board’s actions.
–The charter board and its staff appear to be tied–in ways that remain unknown to the public–to a private organization that gets public money through contracts with charter schools regardless of its actual performance with those schools. Charter school staff have reported being afraid of the organization.
–Despite knowledge throughout 2017 of the fiscal woes of Washington Mathematics Science Technology high school (WMST), and with its own reportsshowing deep financial troubles as early as 2014, the charter board appeared to take no action to help WMST. Public notification of the school’s dire fiscal situation also was not apparent.
–In January, the charter board staff completed a 20-year review of WMST, which was posted on the charter board website. I saw the review in late February or early March and noted that it seemed only mildly concerned about the school’s finances. In April, I looked again for the review, but it was gone. When I asked about it, a staff member directed me toward this review, dated March 12, 2018. On that day, the charter board met in an “emergency” session to vote to begin revocation of the school’s charter. This version raises concerns with the school’s finances that I recollect the January review did not. I asked several charter board staff what happened to the January review. No one responded. The January review existed, as materials the City Paper received via FOIA regarding WMST (see hereand here) make reference to it (see in the first link pages 315, 428, and 623).
–These points together suggest that rather than allowing school performance to actually determine a school’s fate, the charter board (or its staff or both) determines which schools will be closed through the board’s own actions–or lack thereof.
–This week, I testified about WMST to the charter board. I noted that most of the city block where WMST is located was bought in May 2017 for $66 million by Douglas development and LLCs associated with it. The intention was to make a major development there. After that May 2017 Douglas purchase, the only properties on that block not owned by Douglas and its investors (who are publicly unknown) were WMST and a fast food restaurant on the corner of New York Avenue and Bladensburg Road. That meant that after May 2017, WMST was the only impediment to a contiguous Douglas development there.
–In February 2018, WMST applied with the charter board to get a new location. Its application made clear that it would sell its property, but remain in it until 2019. In March 2018, around the time ground was broken for the Douglas development, the charter board voted to allow WMST to stay open only if it sold its property within a month, to raise money. In April 2018, Douglas bought WMST’s property for $6.25 million–well below its assessed value of nearly $10 million. The purchase price was enough only to pay off the school’s outstanding loan–but not to continue operations. The charter board executive director stressed repeatedly that the school’s value was much too high at $9 million.
–The charter board voted on April 23 to have DC charter schools report only contracts that are greater than $100,000, citing the “burden” to schools to do otherwise. It is not clear that the charter board has the authority to make that rule. Such rulemaking may require the scrutiny and approval of elected leaders, as it changes the guidelines of the School Reform Act, the authorizing legislation for DC charter schools.
–When the new contracts rule goes into effect later this year, no one in the public will be able to access or know about any contracts in any DC charter school less than $100,000, unless the schools themselves voluntarily disclose those contracts or the charter board asks them to. This is because no DC charter school is subject to FOIA. Charter schools in other jurisdictions are subject to FOIA.
–The transcript of the April 23, 2018 charter board meeting approving the contract change notes that there were 6 public comments on the rulemaking. But none of the comments are publicly available.

The results may surprise you.
To answer this question, I used some recent data. I just found out that the DC City Council has begun requiring that schools enumerate the number of students who are officially At-Risk. They define this as students who are
“homeless, in the District’s foster care system, qualify for Temporary Assistance for Needy Families (TANF) or the Supplemental Nutrition Assistance Program (SNAP), or high school students that are one year older, or more, than the expected age for the grade in which the students are enrolled.” (That last group is high school students who have been held back at least one time at some point in their school career.)
So, it’s a simple (but tedious) affair for me to plot the percentage of such at risk students, at each of the roughly 200 publicly-funded schools in Washington, DC, versus the average percentage of students who were proficient or advanced in math and reading on the 2014 DC-CAS.
I was rather shocked by the results. Here are my main conclusions:
1. For almost all of the schools, to get a rough idea of the percent of students passing the DC-CAS, simply subtract 90% minus the number of students ‘At-Risk’. The correlation is very, very strong.
2. There are only THREE DC charter schools with 70% or more of their students At-Risk, whereas there are THIRTY-ONE such regular public schools. So much for the idea that the charter schools would do a better job of educating the hardest-to-reach students (the homeless, those on food stamps, those who have already failed one or more grades, etc).
3. The only schools that have more than 90% of their students ‘passing’ the DC-CAS standardized tests remain, to this day, the small handful of schools in relatively-affluent upper Northwest DC with relatively high percentages of white and Asian students..(Unless you include Sharpe Health school, where students who cannot feed or dress themselves or hold a pencil are somehow deemed ‘proficient’ or ‘advanced’ by methods I can only guess at…)
4. As I’ve indicated before, it appears that for the most part, DC’s charter schools are mostly enrolling smaller percentages of At-Risk, high-poverty students but higher fractions of the students in the middle of the wealth/family-cohesion spectrum than the regular DC public schools. There are a few exceptions among the charter schools: BASIS, Yu Ying, Washington Latin and a few others are succeeding in attracting families and students at the high end of the socio-economic and academic scales.
5. It looks like we are now turning into a tripartite school system: one for affluent and well-educated familes (relatively high fractions of whites and Asians; mostly but not all in regular Ward 3 public schools); one for those in the middle (mostly blacks and hispanics, many enrolled in charter schools), and one for those at the seriously low end of the socio-economic spectrum, overwhelmingly African-American, largely At Risk, and mostly in highly-segregated regular public schools.
Very, very sad.

In blue we have the regular public schools of Washington DC for which I have DC-CAS data for 2014, from grades 3 through 8 and grade 10. In red we have the privately-run but publicly-funded charter schools. Along the horizontal axis, we have the percentage of students who are officially At Risk as defined by the DC CIty Council. Along the vertical axis, we have the average percentage of students who scored ‘proficient’ or ‘advanced’ in math and reading on the DC-CAS at those schools. The green line is the line of best fit as calculated by Excel. Notice that the data points pretty much follow that green line, slanting down and to the right.
To nobody’s surprise, at both the charter and regular public schools, on the whole, the greater the percentage of students at a school who are At Risk, the smaller the percentage of students who ‘pass’ the DC-CAS standardized tests.
The colors do help us see that at the far right-hand end of the graph, there are lots of blue dots and only a small number of red ones. This means that the vast majority of schools with high percentages of At Risk students are regular DC public schools. Third-graders in DC Public Schools have failed to show any gains in math or reading since aggressive school reforms began in 2007, according to an independent analysis of the city’s standardized test scores.
The report, to be released Monday by the nonprofit DC Action for Children, also suggests the city’s public charter schools do not outperform the traditional school system on the DC Comprehensive Assessment System exams.
“We are spending way too much effort and money in education reform not to see results,” said HyeSook Chung, the organization’s executive director. “If the data isn’t lying, what are we doing wrong? Why aren’t we seeing improvements in test scores, which everyone is obsessed with, if we are indeed making change, as the city claims?”
Elder Research Inc. conducted a statistical analysis of test scores from 2007 to 2011 by weighting schools’ performance by the number of students who score “below basic,” “basic,” “proficient” or “advanced” on the exams. Schools were given one to four points for each student in the respective brackets, then averaged and aggregated. Chung says this allowed the researchers to create a more nuanced picture than the results released by the city each year, which have showed an upward trend by examining only whether students are proficient or not.
The group chose 2007 because many of former Schools Chancellor Michelle Rhee’s reforms began then with the passage of the School Reform Act. It chose the third grade because research cites third-grade proficiency as a key indicator of whether a student will graduate from high school. The third grade is also the first year that students take the exams.
On the one-to-four scale, DCPS’ average weighted score in math has inched up from 2.15 to 2.2 from 2007 to 2011 — an insignificant statistical move. Reading moved from about 2.25 to 2.2.
A spokeswoman for the school system deferred comment to the Office of the State Superintendent of Education, the agency that regulates DCPS and the city’s charter schools. A spokeswoman for OSSE did not return phone calls seeking comment.
David Grosso, who will begin his term as an at-large D.C. Council member in January, said the report provides “good direction.”
“We have to try to be more open and transparent about what’s going on in the school reform effort,” Grosso said.
The report also suggests that charter schools, which enroll 43 percent of the city’s public school students, do not statistically perform better than DCPS. On the weighted scale, charters moved from 2.05 to 2.25 in math, and from 2.25 to 2.3 in reading.
Naomi DeVeaux, deputy executive director of the DC Public Charter School Board, said she would like to see data on older students, as she believes charters help students improve their scores over time.
“Without knowing that, you can’t judge a school,” DeVeaux said. “How low did students come in? How low below ‘basic’ were they? And then what growth occurs?”

The Washington Teacher blog first reported on October 31, 2011 about future plans to close additional DC public schools. An excerpt from the 21st Century School Fund September – October newsletter stated: “The Deputy Mayor for Education, with a 100,000 dollar grant from the Walton Family Foundation, engaged IFF (Illinois Facility Fund) to study the capacity and performance of DCPS and public charter schools. IFF has authored reports in Denver, Chicago, Milwaukee, and St. Louis, using a defined method to determine what they term “performing” or “non- performing” seats. This analysis is being done with an eye to “right sizing” district schools which beyond consolidation could include reconstitution and replacement with school management organizations.”
Not unlike other major cities including NY, Chicago, Ohio- DC has been at the forefront of shutting down traditional public schools. In 2008, twenty-three public schools were closed under former DC Chancellor Michelle Rhee and then mayor Adrian Fenty which led to a community outcry to save our public schools. Local education stakeholders voices weren’t heeded by Rhee or Fenty and only one neighborhood elementary school- John Burroughs was saved from the chopping block.
Natalie Hopkinson who authored the article Why School Choice Fails, which appeared in the December 4, 2011 N.Y. Times, discussed how this country’s reform policies in Washington, DC- put in place by a Republican led congress in 1995 led to the birth of many of our charter schools. Hopkinson wrote:” if a school was deemed failing, students could transfer schools, opt to attend a charter school or receive a voucher to attend a private school. The idea was to introduce competition; good schools would survive; bad ones would disappear. It effectively created a second education system, which now enrolls nearly half the city’s public school students. The charters consistently perform worse than the traditional schools, yet they are rarely closed.”
The results of IFF’s study recommend that DC make major improvements or close thirty six under performing schools in some of the city’s poorest neighborhoods or expand high performing charter schools. It’s a finding that heralds the continued growth of the charter schools sector at the expense of the D.C. Public Schools, if not its outright domination. While some people are questioning the motives of the Illinois Facilities Fund, the study is “likely to rekindle impassioned debate about possible school closures and the future of public education in the District,” Bill Turque notes. Officials tell Turque, education writer for the Post that any decisions about a “major restructuring” are at least a year and many community meetings away.
What comes as no surprise to anyone is that schools in ward 8 were identified as having the greatest need, according to the IFF study. The study recommended turning around or closing the following public schools: Simon, Patterson, Terrell-McGogney and Ferebee-Hope and closing two bottom-rung charter schools, Center City Congress Heights (pre-K to 8) and Imagine Southeast (pre-K to 5). H.D. Woodson Senior High School which is located in Ward 7 was also recommended for turn around or closure, a school which recently has undergone capital investment which cost millions of dollars in investment.
One of the things that I find disturbing about IFF’s report is the recommendation for DC to consider expanding charter schools in the 10 targeted neighborhood clusters and call for the DC Public Charter School Board to authorize about 6,500 new charter seats (current enrollment is about 32,000) while utilizing former public school buildings as incentives to get the public charter board to actively recruit the highest performing charter school operators to replicate their school models.
The writing should be on the wall for all of us to see. If it’s not, I don’t know what to tell you. From where I sit, this situation looks bleak for working, middle class families and many of our teachers in some of our poorest communities.
